It is understood that you approve the

(22) introduction of stage (a) in my telegram No. 869

subject to discard of the visa proposal and substitution of a suitable alternative.

2. The alternative is that persons wishing to enter Hong Kong must obtain prior permission to do so through the medium of transportation which they propose to employ. Applications so received by shipping or air lines will be cleared by them with Hong Kong immigration authorities. This will funnel to save time and labour. The practice is not new. Please telegraph immediately on this point as it is essential to institute this stage without delay.

3. I note that you have no objection to the visa system in territory still under our recognition

40 As regards Canton and Macao I wish to delay the introduction of control stage (b) as long as possible to protect our economic situation.

It may never be necessary to impose it but if required, river, air and rail traffic can be subject to the necessity of obtaining permission by direct application.

5. The same considerations apply to stage (c) which takes in all craft including junks and means channeled sea traffic (? examination) anchorages and examinations all of which can be done with the help of Royal Naval reinforcements.
